Are Government Systems Designed for Family Growth?

February 04, 2026

2.2 Dubai Municipality Hall

Across much of the world, declining fertility rates, ageing populations, and changing family structures are reshaping economic growth, social cohesion, and long-term national resilience. While governments invest heavily in labour markets, education, and productivity, family growth is often treated as a social issue rather than a strategic policy priority. Yet demographic trends increasingly determine fiscal sustainability, workforce size, and intergenerational equity. This session explores whether family growth has become the missing debate in public policy — and how governments can respond proactively. Bahar Muradova, Chairperson of the Committee for Family, Women & Children Affairs of the Republic of Azerbaijan, and Tatjana Macura, Minister in the Government of the Republic of Serbia, will share national perspectives on family policy, social support systems, and demographic resilience. Lyman Stone, Senior Fellow at the Institute of Family Studies, will bring an evidence-based view on fertility trends and policy effectiveness. Sana bint Mohammed Suhail, Minister of Family of the UAE, will discuss how family-centred policy can be integrated into broader development and wellbeing strategies. Together, the discussion will examine whether governments are ready to treat family growth as a strategic pillar of future planning.
